The Omega (aka sum) icon is part of the Formula bar in my version of OpenOffice Calc.
Are you wanting it somewhere else, if so, where?
If you are just looking for it to be present, then it should be there as part of the Formula bar.

The menu item View -> Formula Bar needs to be selected.
