Open Office Calc. When entering in any cell in the sheet, the second character reverts to lower case when I attempt to make it upper case.
Example: JKwsrf888 reverts to Jkwsrf888
Cell protection is off.

You don't have information regarding your OS or OpenOffice version, so this is based on a Windows OS and OpenOffice 4.1.7
Check the entry located by using Tools -> AutoCorrect Options -> Options (tab) -> Correct TWo INitial CApitals

Similarly, when Lower case won't hold and all Tool Autocorrection options have been unchecked, I resolved my issue by turning off a different auto feature under Tools -> Cell Contents ->AutoInput. You can keep AutoInput option for the sheet to save data entry time and entry syntax errors, but remove it for particular cells that have content requiring a modified entry.
