  • You can insert a cell comment. This will by default pop up when mouse pointer hovers over the cell, but you can set it to display always.
Comments will not be output when you print your spreadsheet.
  • You can insert a floating frame. The frame must fetch content from external resuorce.
  • You can insert an OLE text object.
This will be a Writer document and can use all formatting options available to Writer.
  • You can insert a text box from the drawing toolbar (the T icon). To enable the drawing toolbar, select menu item View - Toolbars - Drawing
This is a kind of graphical object. Less options for text manipulation than with the OLE object, but the text box can be rotated freely and basic formatting may be easier to manage.
There may be other possible solutions, depending on your particular requirements.

Cell validation with an "input help" string about admissible cell entries.
Form controls for specialized data types text, dates, integer numbers, decimals, currencies. These may be bound to a database so the entry goes to a database table.
You can "hide" information in custom properties (File>Properties>Custom) and named values (Insert>Names>Define...)
