OK here is what I have on Ubuntu 18.04 LTS on an ASUS K52F

Version: 6.0.7.3
Build ID: 1:6.0.7-0ubuntu0.18.04.10
CPU threads: 4; OS: Linux 5.3; UI render: default; VCL: gtk3;
Locale: en-US (en_US.UTF-8); Calc: group

When I go to "Window" on the far right of the menu bar just before "Help", I get a drop down with three items in it:
"New Window"
"Close Window" and
"test.ods - Libreoffice Calc

Did I mess something up in the settings or in the installation or do I need to update the package?

If you mean the feature of the Calc application, then you find it in the menu
View - Freeze Rows and Columns
or
View - Cells - Freeze first...
