Data labels from third column in scatter plot

I need to make an X/Y scatter plot in which all data points are labeled, but I can't get it to work.
The data is in 3 columns.
Column A: labels (text). These should go next to or above all the points in the graph.
Column B: X-axis values.
Column C: Y-axis values.
Whatever I do, the data labels I get are the Y-axis values. I have tried everything I could think of, and I searched here and elsewhere for a solution (unsuccessfully, unfortunately), but nothing seems to work. The data points keep being labeled by the values in column C rather than by the labels in column A.
Is there a way to get the data in column A to show up in the labels above the data points?

The attached file has an example. Double click on the plot to put it in edit mode and then look at the menu Insert -> Data Labels. Notice that I selected Show Category.
