With reference to HTML5, there is a difference between <strong> & <b> / <em> & <i>: the prior mean degrees of emphasis, whilst the latter merely format the text to aid the eye. (<strong> & <em> are supposed to give instructions to aural readers on how much words are to be stressed; <b> & <i> are used respectively (as per old typographic rules) to mark out something on the page, such as names discussed in a paragraph, as a visual cue, and to indicate items such as names of books, films and the likes (no stress is applied when reading these).
OpenOffice and LibreOffice provide styles for stress, defaulting to italic and bold text; these can be modified as desired. However, when merely marking out something on the page, for example years in a list of statistics, there is no way to change how the bold and italic buttons behave. The font I am currently mostly using, EB Garamond, has several different weights to choose from: EB Garamond [Regular], Medium, Semibold and Extrabold. I find that Medium and Semibold, depending on visual context, often are good choices for bold text, as they don’t scream so much. How can I change the behaviour of the and [I] buttons to choose a specific font weight? Or should I simply not use these buttons and create styles for that as well?

My current solution, just to have mentioned it, is creating three styles: Utheving [Emphasis] lett, middels, tung [light, medium, heavy], which each are set up for medium, semibold and extrabold weight. I then remapped the keys in Tools → Adjust (?)* to Ctrl+B, Ctrl+Shift+B and Ctrl+Shift+Alt+B. Having a solution allowing to use the bold button (Ctrl+B) as a multiclick button, each click browsing through a font’s weight, would be most excellent.

Apache OpenOffice is not an HTML Editor. If you want to make an HTML5 Document your best bet is something like the HTML editor at https://www.bluegriffon.org

The HTML I mentioned was just for comparison; I am not creating an HTML document. The design structure of an HTML document is very similar to that of an ODT or ODS document. Not surprising, as they are saved as XML.

You surely know better than I do if there are standard fonts accessible on ordinary people's computers which support a semibold weight or the like.
The ordinary fonts I'm working with don't (including 'Garamond'). Using such fonts I can vary the weight by user code using the .CharWeight property. As the attached demo, made with LibreOffice V 6.3.3.2, should show, there are only two weights actually rendered independent of whether the font was selected in advance to be 'Bold' (red range) or 'Normal' (black range). Weights in the range of 101 through 200 are rendered in the sole 'bold' appearance supported. All the others are shown 'Normal'.
If 'Bold' is set explicitly again via the UI (exemplified for "053"), the .CharWeight is set to 150.
If you actually want to suggest an enhancement insofar, based on your supreme knowledge, you should file a bug to ...
