Push photo to background

I have been trying to make a picture postcard, apparently you can either have text or a photo, not both.
How do I have both, a photo in the background and text over said photo?
Is this even doable?
Getting real frustrated.

Press F1 to access the Help screen and search for your problem

Works for me using AOO 4.1.6. I don't know if it works with OOo 3.2. Clicking on the graphic will select the graphic. You may need to press ESC to select the text layer.

I will look at it, what I need to so is "simply" place the text on a photo background, the photo background is 100% behind the text. I do have other ways to do it, but it is not as precise, when using the table etc.

Options for an object can commonly be found by right-clicking the object. Right-click the picture and move the mouse pointer over each of the options shown in the context menu. Wrap is the feature that enables the behavior of text around pictures, so you should find the "In background" setting when you hover the mouse pointer over "Wrap".
