It's easy to insert an image and shrink it to size.
But it's not readily possible in Writer to put that icon inline with existing text.
For example in a resumé, you might want to replace field headings like "Email:", "Tel", etc in
Email: fg@googlemail.com
Tel: +1 (212) 340 3901
Pf: github.com/banjoboy/tab?tab=repositaries
SO: stackoverflow/users/3403901/banjoboy
with the equivalent icons/logos for email, phone, portfolio and StackOverflow.
A lot of other packages allow this -- hence the more graphic resumés we see today.
Anyway a person using Writer can do the same ?

Change the icon's anchor to "As Character", then cut and paste the icon in the text.

Just insert the icon image, resize it with sizing-arrows, select it and then use top menu:
Format > Anchor > As Character
