Frames locked and fixed?

I would like to divide an A4 page into four vertically stacked frames edge to edge that are fixed in place and will not move or resize regardless of what I try to fit into them.
I can format the page with no margins and set the frames in place with no borders but am having difficulty locking them down so they will not change.
Advice please.

Perhaps try a table?

I'm just now trying frame auto size turned off and entering the height and width plus protect. See how this goes. Tks.

Press F1 to access the Help screen and search for your problem
