You need to set the numbering in the Heading 1 style (instead of hard coding it in the text).

I hoped that I could insert a numbering scheme that does not depend on chapter headings because these tables occur in various places and en block within a separate chapter of its own. I have single tables and groups of tables each one starting with 1 and then second level 1.1 1.2 1.3 in table rows and a few insertions with a 3rd level.
OK, I will rethink that scheme (I'm redoing bunch of Word docs). Using the chapters as major level may be a good idea anyway.

What about combining one field for each question level?

You removed the +1 from the FOO1 values within the same group. Yes, that would be still better than manual typing since I will have to rearrange, merge and edit some of the tables.

I give up. The feature var fields "number range" with levels is unusable. It is by far easier to type the leveled numbering manually even though I have to deal with dozends of items on 3 levels.

Hi,
To avoid chapter heading, maybe you can give a try to manually binding paragraph styles to a personal list style (see attached document).
The tricky thing is that you need to use Tab/Shift+Tab key at start of sentence to navigate through numbering levels.
