LibreOffice bullets level 2 not working

If you look at my two pictures you will see that I have level 2 aligned at .50 and a tab stop at 1.00. I can't get A in level 2 to move over to .50. How do I go about doing this? What am I doing wrong? Why does it work as expected at the bottom of my document?

Try Format > Clear Direct Formatting. The Ruler appears to show that the paragraph indent and first line indent have been set to 0.

I do not see Clear Direct Formatting.

Select the required text and try Format | Default Formatting - or Ctrl+M
