Goal was to combine several documents into one using a master document. Each subdocument has a numbered list that was created from contiguous normal one line paragraphs using the numbering button on the tool bar. Problem is, when documents are linked into a master document, the numbering generator doesn't reset, so, for example, subdoc one's list goes 1 thru 5, subdoc two's list goes from 6-11 .... and so on. No special effort has been made in the master or subs to alter numbering styles in any way. I do understand that styles of the master override styles in the subs ... not sure if this is related to the issue, but if so, not sure how to cause numbering to reset to 1 each time a new list is encountered when the master doc is produced by linking the subdocs.

Have you checked the Writer Manual chapter on master documents? There is also a separate Guide to using master documents - I forget what it is called but if you search this forum with master documents number you will find it mentioned.
Don't forget that you can export a master document and it's sub documents to a single .odt file by File > Export As ... Go Format > Sections and un-tick Link and Write Protect. You now have a single standalone .odt file.
Page numbers are an attribute of the first paragraph on the page where the numbering changes and can be set by Format > Paragraph. It helps if you make page breaks visible by Tools > Options > OpenOffice > Appearance > scroll to Writer? Documents? > and give Page Breaks a colour.
Don't forget that you can export a master document and it's sub documents to a single .odt file by File > Export As ... Go Format > Sections and un-tick Link and Write Protect. You now have a single standalone .odt file.

Also, have you gone into each sub-document and set the first list item to restart numbering?

I discovered how to avoid this problem, but I only have a guess as to why it is happening.
Usually the act of creating a numbered list results in a blank line (paragraph) that follows the numbered list. This terminating blank line seems to have an 'end-of-list' attribute. If one deletes that blank line, the problem I described above will occur in parts of a master document where the 'end-of-list' blank line has been eliminated and subsequent subdocuments have a list.
Ergo, when you create a numbered list in a subdocument you plan to incorporate into a master document, do not eliminate the blank line that follows the list when you use the number tool to create a numbered list. Following this protocol avoids the problem.

If the terminating blank line is obtrusive (as far as formatting is concerned), you may be able to set it to 2 pts (minimum allowed) which will render it less visually obtrusive.

Turns out that in this case I actually wanted the blank line, but in editing the text line the followed it, I inadvertently backed up too far and eliminated the blank line that terminated the list ... no big, right? I'll just hit the 'Return' key and put that blank line back .... wrong!!! .... the 'new' blank line no longer has the 'end-of-list' quality.
In my case the problem was made worse because I copy and pasted the items of the (now-unterminated) list into subdocuments that followed the initial subdocument.
