I just OCRed a book and am doing corrections on the text.
There are lines that run the width of the page here and there that I cannot get rid of. How do I turn these off?

Please attach a copy of your actual document rather than a screenshot, as a document contains a lot more information that can be analyzed.

Is the result of the OCR procedure this .rtf file? Or you have converted the original type to .rtf format?
There are gray lines in your .rtf document, when I open it in my LibreOffice 6.1.6, too.
The last (9-th) page is empty.
The greay lines maybe are section limits created automatically by the OCR program. It is a feature of the Microsoft documents.
I suggest you rto fully reformat the scanned document in the AOO/LO. import the text as Unformatted text.

The lines at end of Page 8 and on page 9 are section boundaries. Section 1 starts "There was no occasion..." Section 2 and 3 are empty, following Section 1. To remove these (text wil be kept) use /Format /Sections, select each section name in turn and press the Remove button.
Don't work in RTF format; work in .ODT. If you must have .RTF, when the work is final in .ODT, Save As and select .RTF.

The outer grey lines are non printing, and shown as aids to page layout; /View /Text boundaries turns these on or off.
