[Issue] Vertical cell merge in rtf format

We migrate from MS Word to OO Writer, all reports in our it-system has format RTF.
There is an important problem.

Writer don't load vertical merged cells:
Writer successfully edit and save rtf-file with merged vertical cells
(inner rtf-command \clvmgf and \clvmrg), but open this cells as
different (not merged); MS Word open this rtf-file normally.

I can reproduce that also with OOo 2.4.1 on my W2k system (create a document with vertically merged cells and save as RTF). There are a lot of bug reports about the RTF format, you should see if there is one related to that and report it if it has not been done: [Tutorial] Reporting bugs or suggestions.

NB: the horizontally merged cells are kept.
LibreOffice 7.6.2.1 on Xubuntu 23.10 and 7.6.4.1 portable on Windows 10
