Is there a simple way to include a graphic (e.g., jpg) in a comment, footnote and/or endnote in Writer? Thanks.

The OpenDocument specification does not permit insertion of a graphic in Comments (Annotations); I do not know for Foot/End-notes; it will permit a URL to be inserted in a Comment, so you might use that to point to the graphics file.
Edit: I know that the specification will permit a URL be inserted in a Foot/End note; I do not know about a graphic in those entities.

Later: I have just checked - I can anchor a picture in a Foot/End-note, but not in a Comment. However, the picture does not form part of the note, overlapping into the text display area, so it is not very convenient to do this, as you will have to manually handle the picture display.

Inserting a small picture from a file into a footnote via the menu works for me.

Anchoring the picture "As character" will keep it with the footnote, as far as I can judge. Other anchor modes may need manual placement of the picture.
