Unnecessary gap between section and table on page 2

On lower part of page 2, there is enough space for the following table, but it's redered empty, how can I remove the empty space without insert a linebreak after the two column section. Is it a bug?

Are you using LibreOffice? Your signature says OpenOffice 4, but not a specific version number. We can't check for a bug if we don't know which version of which software you're using. I don't see the gap with AOO 4.1.10, LO 6.3.3 or LO 7.1.3.2.

No problem either with LO 7.2.1.2 portable on my Windows 10 machine.

Sorry I uploaded the wrong file. The uploaded file is resaved. Try the attachment in this replay. The attachment is created with emacs org-odt exporter.

I am using libreoffice on Archlinux.

When I add a blank paragraph after the section (Alt+Enter), then the table comes back to the page.
There may be something wrong with the table being after the section without any separator.
Digging in the xml files may help.
