JRE, Base, and Windows 10

Today's horible experience is getting tombstones stating that no java runtime environment exists shortly after i downloaded and installed it.
Moreover, the lack of a jre prevents me from using aoo base. Very frustrating.
I note that the jre version might be 1.2 something. I want 4.1.2. (or actually anything that works).
Could it be that the earlier version is so mismatched as to block the operation of aoo? No digit head would do that would they?
Think I remember reading somewhere that windows 10 does not need java. What's that statement all about?

OpenOffice, being 32 bit, requires a 32 bit Java installed and selected in OpenOffice menu /Tools/ Options /OpenOffice /Java. You must download such a Java version fro http://www.java.com The 32 bit version will have 586 in its filename.
