Keyboard shortcuts are listed at Tools -> Customize on the Keyboard tab. Set the Category to Format. In the Functions list, one of the entries for Centered is set to CTRL + E on my system and that centers text. The function Increase Font can be set to whatever shortcut you want.

Tool bar visibility is controlled with View -> Toolbars. You can also choose the menu item View -> Full Screen.

If using an old netbook, with screen resolution of 1024 x 600, I doubt OO4 or 3 will run well on it; you may need to revert to OO2.
