How are you trying to open such documents? By double clicking them, or (within OO) by /File /Open?

Okay, From Windows "file explorer" I open Home Group to find the file. The file's default program is Open Office. I double-click the file and nothing happens
Next, I open Open Office and click on the "open" icon. The only path I'm shown is C:Users......that's all I got.

In the file dialog in OpenOffice there should be an icon to allow you to ascend to the group above the current directory; by clicking on an entry in the content box you can open that directory or file.
In my /File /Open dialog there are three icons shown above the contents listing; hovering cursor over these pops up a description. On my computer the lefthand one is "Up one level", the middle one is "Create a new directory" and the right one is "Default directory". The Default Directory is set in /Tools /Options/ OpenOffice : Paths : My Documents.
Is your Home Group by any chance on a network drive?
