I am trying to use ooo Draw to open a pdf for simple text editing. It opens writer instead, which of course cannot cope.
Tried changing the file extension.
Tried installing l Oracle PDF Import Extension (for OpenOffice 3.x).
Always uses Writer
This however works perfectly on Libre so I assume it must be possible!
Running Ubuntu 20.04 with MATE 1.24.0 though I imagine this issue is OS agnostic.

LibreOffice has benefited from a much more active development since the forking. It may be more advanced about PDF import.
Have you tried to open Draw first and from Draw to open the PDF?

1. Install the Add-on.
2. File > New > Draw ..., to ensure you have started Draw.
3. File > Open ..., and navigate to the PDF.

Thanks. Does not work! That is my problem. Even when I open Draw, and do the open from there, it opens in Writer!?

Well, try LibreOffice then.
