Why do I have ~lock.filename.odt#?

Suddenly, now after I save a file, it doesn't exist anymore, and all I have is ~lock.filename.odt# and there is nothing in it, its a blank page.
open office 3.2.0 on windows xp

The lock file is merely a housekeeping file and has no useful content for the user. If this is left after saving and closing as file, then there is something wrong with the installation of OpenOffice on your computer, perhaps insufficient rights to Save a file in the target folder. The lock file should contain the name of its owning file, and a time date - probably only one line. If that does not exist in the lock file, something is seriously wrong with your OpenOffice installation.

I had another, and in this there is this,
DESKTOP-AKRN2IJ/User,DESKTOP-AKRN2IJ,24.03.2021 18:08,file:///C:/Users/User/AppData/Roaming/OpenOffice/4;
But it doesn't mean anything to me.

It tells who is the user who has opened the file and when, and where is the profile linked to that user.
When you save a document file, that lock file should be deleted. But you should have the saved version of the actual document in that very same folder.
To check the saved version, open AOO and go to the menu File > Recent documents list.

Can you make a short test file (type dt, press F3 key for dummy text), and Save it to your desktop? Does it appear there? Can you now reopen that file?

Be more details about your system configuration.
I doubt that you are still with obsolete versions.

If you saved it the file is there - just look for it.

If the document has the word zebra in it then type zebra in the Windows File Explorer search window and File Explorer will find the file.

Did that, but same issue. No actual file can be found, only the lock file. Actually it didn't even do that the first time I tried, nothing at all. So I repeated and then there was this lock file

The "Recent documents" list only shows the lock file, not an actual file, and also in "Open" only the recent lock file version is there. There is no signs of an actual file.

It is Apache Open Office 4.1.8 and I am using Windows 10

Try to reset (delete or rename) the user profile of the installed AOO,
or install the LibreOffice.

Can you upload a screenshot of the directory and/or the recent document list (see: How to attach a document here)?
Crop it if size is bigger than 128kB.
