Make the PDF to your hard disk, then move it to the USB key at Windows system level, same as for any other file, and be certain to observe the USB device removal protocols.

File > Save As ..., and click Show Folders to see the USB memory stick as a disk.
LO 6.4.4.2, Windows 10 Home 64 bit

See the Writer Guide, the Writer FAQ, the Writer Tutorials and Writer for students.

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.

Well, better never save or open a file directly to or from a USB drive. There are several reports of problems doing so. And if it happens your file is definitively dead.
Only use your file manager (MS Explorer - but other good alternatives) to move copy the file from HD to USB drive so that if there is an issue, you still have the file.

Please add [Solved] at the beginning of the title in your first post (top of the topic) with the *EDIT button if your issue has been fixed.
Edit: Edited to make clear per Rory's comment below (thanks!).

When Hagar writes "move" the file, he means "Copy", as that way a copy is left on your hard disk in case of a calamity with the USB.
