Small contract job: Develop template to match Word template

We are looking for an OpenOffice expert who can develop an OpenOffice template based on an existing Word template. The template includes line numbers, numbered headings, lettered annexes (appendixes), Table of Contents, Lists of Figs and Tables, all types of ordered and unordered lists, etc. I've attached a .zip file of a PDF of the Word template so that you can see the scope. (Note that not all style tags are shown in the PDF. For example, there are several code styles included in the template to include chunks of code.)
Basically, I'm looking for a time and cost estimate, and I will provide more details if needed.
