There appears to be a problem on the following web page:
- http://www.openoffice.org/xml/xmerge/docbook/

Briefly, all the links to [DocBook XSLT Stylesheets] appear to be broken (leading to a “404 web page not found” error). I tried searching for perhaps an updated correct link but could not find anything.

For example, the following “(All available here)” link goes to a non-existent web page:

This method ensures ... it is necessary to download the following:
- The relevant XSLT stylesheets for the XML transformations (All available here)

Here is the broken link that the above “(All available here)” example leads to:
- http://www.openoffice.org/xml/source/br ... t/docbook/

Similarly, the links in the table just below the above sentence are all broken, too:
- docbooktosoffheadings.xsl - docbooktosoffheadings.xsl
- sofftodocbookheadings_article.xsl - sofftodocbookheadings_chapter.xsl

Looking at the same kind of DocBook web page in other languages did not help -- they all appeared to have the same problem.

Any help regarding getting those links fixed would be appreciated.

menu:Tools>"XML Filter Settings..." indicates to me that the import/export filters and the template for DocBook are pre-installed.

You are running WIndows, propably 64 bit.
The XSLT filters depend on Java.
OpenOffice for Windows runs on 32 bit.
Java components for OpenOffice on WIndows require a 32-bit Java runtime: https://java.com/en/download/manual.jsp Choose the "Windows Offline" download and install it. Call Tools>Options>Java, select the Java which is installed in C:\Program Files (x86)\... and restart the office.

Now you should be able to access the XML filters via menu:Tools>"XML Filter Settings...".
If you don't see any DocBook filter, re-run the OpenOffice installer and add the additional file filters from the optional components.

You could also install https://libreoffice.org/ which is availlable as a 64-bit version for MS Windows and make sure that the additional filters are included.

They are not installed by default - they are an option. I raised a bug report and they will be installed by default in the next release.
