Analyzing OpenOffice for our requirements

Here are my high level requirements. I want to see if these is doable using open office writer.

1. Create a dynamic form using open office writer with repeatable controls like tables.
2. We have a server that extracts data from our database into an xml
3. I need to merge this xml with the open office form created in Step 1 programmatically and store the final PDF in our system.

No XML. You connect a configuration file directly to your SQL database and import row sets into Writer (or Calc). Then you save as PDF.
What is a "form"?
