Why do I get the message: URL not found when I tried to download OpenOffice?

Where are you trying to download from? What is the url you try to use?

One possibility is that you clicked on an ad for something calling itself OpenOffice instead of a link for the real OpenOffice.org. Scroll down to the bottom of the page for a link to the OpenOffice.org downloads page.

Same problem here.
Tried the link below, can go into openoffice website, can click on the download link, but when showing the exe download, internet explorer shows cannot open the webpage.

These are the download links I have. With all the changes taking place, the ground keeps moving.
