Hi,

How I can work in project, if the people, who should work on it, are not active. Ex,

I am Arabic user. And, I see the Arabic project page is dead for long time. it is even in English!!.

The best what you can do, ask Arabic project status, on their mailing list, found in opening page of Arabic project.
OOo development works through mailing lists, mainly.
If nobody answers, use localization project mailing lists to offer your help to reorganize the Arabic project.
