No. This office suite has a strong focus on document creation. It is aimed to release the tight binding between file formats and certain applications that are needed to open the respective file formats. It opens a wide spectrum of office documents in different file formats while it's own native format for office documents is free by any means of the word, so there are no legal issues nor heavy technical obstacles to use this file format in other applications. http://en.wikipedia.org/wiki/OpenDocument

OpenOffice.org comes with an additional set of database-related tools to import foreign sources of tabular data into office documents, such as address-books from Outlook and other 3rd-party applications.

Under the Windows operating system you can keep on using your MS Office software, including Outlook. Writer will be able to create serial letters from your Outlook address-book. I don't know about more options to use Outlook with OpenOffice.org.
There are some other (partial) alternatives for MS Outlook. Popular ones are "Evolution" and the "Thunderbird" mail client with it's new calendar plug-in.
