Try entering your name etc in OpenOffice /Tools/ Options /OpenOffice /User Data. Then restart OpenOffice. this will certainly allow a Writer file to open at the last location; I cannot say for certain with Calc, but it is worth trying.
Apache OpenOffice 4.1.7 on Xubuntu 18.04.4 (mostly 64 bit version) and very infrequently on Win2K/XP

Note that it works only with native ODF (.ods).
AOO 4.1.7 on Xubuntu 20.04 and 4.1.5 on Windows 10 (with winPenPack port).

I just tried with my copy of AOO 4.1.7 which has no user data. It always remembers the position of the cell cursor (active cell).
