Looking for a low cost way to do this? Can OpenOffice do it?

The modern multifunctional printers can do it.

The scanning is not an Open/LibreOffice function.

And you can merge the standalone pdf files to one by the free PDF manage softwares like the PDFTK.

Usually, this option is available for scanners with a document feeder. It is possible to do it with flatbed scans using some software, but I forgot which scanners came with that software and what the title was. When I need to make a single PDF from multiple items, I normally scan to single files and "post process" using the Bullzip PDF printer (virtual printer driver). That software is free for personal use and small business, and allows you to add prints to existing PDF files in several ways (prepend, append, overlay, watermark, underlay). Undoubtedly, there are other software titles with similar features.

I'm looking for something like Softi Scan To PDF ( out of business ) that can scan multiple pages into one, independently of printers.

First you need the appropriate hardware as others have told you. Open Office and Libre Office are not scanner type software.

I found one and tried it out. Nice, simple and FREE! Learned to use it in 5 minutes. Not fancy but does the job! https://www.naps2.com/
