Looks like it has hit the streets!
Forest Hill, MD —12 October 2016— Apache OpenOffice, the leading Open Source office document productivity suite, announced today Apache® OpenOffice™ v4.1.3, now available in 41 languages on Windows, Linux, and OS X.
Albeit not _yet_ listed on the download page.

I saw it on the download page earlier today. Maybe your browser has the page cached.

For Firefox users, in Firefox try /History /Clear recent history. I cleared the last four hours (which was overnight and Firefox asleep) and that triggered the presence of 4.1.3 on the download page.
Apache OpenOffice 4.1.15 on Xubuntu 22.04.4 LTS
