Seaching for programmers from Russia in this community

Hello everyone, please assist me to find Russian programmers who take part in development Open Office, especially modules for working with crypto API OS, PKI, certificates etc.
Open office 4.1 on Windows 8.1 Pro, Libre Office on Linux CentOS 7

Please help me to find ASF Committee, who deal with work of CSP modules OC Windows and Linux for digital sign files from Open Office.
I found two committees with names: Security and Security PMC. Are they developers of modules which deal with digital sign in Open Office?

If you scroll down on that last page I linked to, you will find a heading of "Development Mailing List (Public)", which contains relevant links for that list.
