The same way you would post a link to anything else. Is there some specific problem with linking to OOo? You don't need any permission, if that's what you're thinking of.

People typically link to the OOo front page, using html something like this:

<a href="http://www.openoffice.org">Openoffice.org</a>

There are buttons, banners and so forth available from the OOo Marketing folks: http://marketing.openoffice.org/
