See [Tutorial] Differences between Writer and MS Word files for links to interoperability problems.
LO 6.4.4.2, Windows 10 Home 64 bit

See the Writer Guide, the Writer FAQ, the Writer Tutorials and Writer for students.

Remember: Always save your Writer files as .odt files. - see here for the many reasons why.

Villeroy wrote:The article includes a link to http://www.neowin.net/news/munich-germa ... to-windows of 2014 which tells the untruth. LiMux (Linux in Munich) remains the mostly accepted platform in the city which also hosts Microsoft Germany.
Gijs Hillenius at Joinup on February 10, 2017 wrote:Within three years, the city of Munich could abandon its open source workstation strategy. A proposal to end the Limux project and revert to a proprietary system, submitted by the city’s two governing parties, the Social Democrats (SPD) and the Christian Social Union (CSU), will be voted on next week Wednesday. The Free Software Foundation Europe (FSFE) is to call on all council members to vote against the proposal.
Nick Heath at techrepublic.com on February 15, 2017 wrote: The Document Foundation, the organization that manages LibreOffice, said moving to Windows 10 and MS Office 2016 could cost the city close to €90m over the next six years, and also stressed that money would no longer be spent in the local economy.
It described a move away from open-source software as "a significant step backwards for the City of Munich, with a substantial increase in expenditure, an unknown amount of hidden cost related to interoperability, and a questionable usage of taxpayers money."

New version of ODF Toolkit released ;
Adrian Offerman at Joinup on April 14, 2017 wrote:The ODF Toolkit is a set of Java modules for direct programmatic creation, scanning and manipulation of documents in the XML-based Open Document Format (ODF). What differentiates this toolkit from other ODF libraries is that it is lightweight and targeted at server-side use. The project is sponsored by the Apache Incubator, a programme that serves as a gateway to bring open-source projects under the Apache Software Foundation (ASF) umbrella.

According to lead developer Svante Schubert, this release will be the last built on JDK 6. The upcoming release 0.7.0 will based on JDK 8.

Renewed push for adoption of ODF document standard
Gijs Hillenius on 09/10/2018 at JOINUP wrote:The Document Foundation, the organisation supporting the development of LibreOffice, is calling for supporters to promote the use of Open Document Format (ODF). Standardisation organisation OASIS would welcome and assist renewed marketing efforts, as would the Open Source Initiative, says OSI director Italo Vignoli.

Vignoli, who is involved in marketing LibreOffice, hopes to build a group of ODF advocates to educate the general public and raise public sector awareness of the importance of the open ICT standard.

ODF (ISO 26300), a format specification for office applications such as spreadsheets, presentations and text documents, is supported by many commonly used office productivity tools. The standard is recognised by most European governments, including France and the United Kingdom, as well as by the European institutions.

However, most public sector organisations continue to rely on a mix of document formats that are either proprietary or not fully supported. This causes document interoperability problems and increases complexity. It is also a barrier to public administrations that want to use open source office solutions.
Interoperable and valid

The Dutch government is one of the EU Member States that contribute to ODF development. It has co-funded automated interoperability tests to check the portability of office documents across applications and operating systems.

The Netherlands is also supporting the ODF Plugfest, a series of hackathons where software developers improve ODF interoperability. Most of the results of these hackathons and other ODF-related development are documented on the OpenDocument Format Community Wiki.

In addition, ODF interoperability has been improved in France by cities and ministries, as well as by public services in Germany and Switzerland.

OpenDocument 1.3: As of September 2019, version 1.3 of the OpenDocument specification has been made available as a public review draft of version 1.3, with a review period ending October 25, 2019.
Version 1.3 of the Open Document Format (ODF), an open standard for documents, spreadsheets and presentations, will be ratified by the OASIS standardisation organisation in December, according to the Document Foundation – the organisation supporting the development of LibreOffice.
New features in the technical specification include digital signatures and document encryption.
