Can anyone describe what the technology is behind cloud office?

I assume it is some kind of web frontend application that uses OOo to actually edit the documents, but I've not seen any clear description of how OCO and OOO are related, other than that they both handle ODF documents.

I looked on the Oracle site and it is not clear what version they are selling today. I didn't see any version number at all. Is it possible that Oracle has "introduced" (the word used in the press release) OOO 3.3 without actually having it ready for sale? Certainly in my business I have seen companies "announce" a product without having it ready for sale. I don't know if Oracle does that sort of thing.
To my mind the fact that Oracle is positioning Oracle Open Office as the non-Web based tool to use in conjunction with Cloud Office makes it easier to understand why they did not want to cede the OpenOffice.org name and their close control of the software to The Document Foundation. They will need to maintain compatibility between Cloud Office and Oracle Open Office. It would be a marketing advantage to keep Oracle Open Office aligned with the far better known OpenOffice.org. Allowing OpenOffice.org to become the name of what is now the LibreOffice fork would sow confusion.
It would be interesting to learn what differences there are between Cloud Office and OOo, but I doubt anyone on this forum will get to try Cloud Office any time soon.

I updated to OOO 3.3 today. The build is earlier than the current RC - but this is not unknown. This has happened before in the StarOffice days. The SO builds were always different from the OOo ones. With SO9 the OOo builds were the same. Beginning with OOO 3.2.1 the difference in builds appeared again - with OOO being a later build.

I had some time today to do some checking. With OOO 3.3 the StarWriter/Oracle Open Office builds are once more a commercial branch of OOo. OOO 3.3 is a OCL330m7 (Build 9552) while RC8 is OOO33018 (Build 9556). I am guessing that OCL is a reference to Oracle Cloud and that OOO is focused on integration with Oracle Cloud Office.
