oopinyin not working with Windows 10

We are using Open Office 4.1.5 with Windows 10 and tried to install the oopinyin extension, but received this error message:

"Could not create Java implementation loader".

We are able to view Open Office files with pinyin added to the Chinese characters created by others, but cannot edit or add pinyin as the "Pinyin guide" is missing from the Format menu since the plugin was not able to be installed.

A screenshot of the error message is attached.

We realize that this plugin has not been updated in a while but we do hope to find a solution as it's the best, most stable pinyin annotator that we have used so far. For example, Microsoft Word's pinyin annotator can only add pinyin to a few lines at a time, while Open Office's oopinyin can add to an entire document of several pages.

Can anyone please help?

By the way, the oopinyin plugin works fine when we use Mac OS High Sierra with Open Office 4.1.5.

Do you have a 32 bit Java installed and AOO configured to use it?
