Sequencing of mail labels printed from spreadsheet

I've have finished producing address labels from a mail merge with a spreadsheet. However the print preview shows what appears to be a random order of labels rather than starting with the first row as the first label (actually started at row 113?). I haven't found any discussions about sequencing the labels on the writer document.

On printing, labels (assuming 4 wide) sequence
...
17 18 19 20
21 22 23 24
...
according to the sequence of rows 17 18 19 20 21 22 23 24 selected in the spreadsheet.
