So one thing that is not stated ANYWHERE is that when exporting to PDF you click on the "Links" tab and check "Export bookmarks as named destinations" if you plan on linking it via a url like "mypdf.pdf#nameddest=mybookmark"

Also, you CANNOT have underscores in it either (_)

Example: this will not work "mypdf.pdf#nameddest=my_bookmark"
