When I close out my document and then open it again, things change, i.e. last line or header gets pushed to next page, blank pages are inserted before a graphics page, etc. I want to create a pdf but the information tranferred to the pdf is always the unstabled version. HELP!

It would help us, significantly, if you could provide a copy of the document (or a document that shows the same effects if the original has sensitive information) and a copy of the generated PDF file, so that we can compare the two.
It might be that you need to use a different set of parameters for the PDF export, but without being able to see both files, any suggestions would be no more than wild guesses (not even educated ones, imo.)
Quick after thought, noting as how you say you see the same problem when reopening a closed file, what format are you using to save the file in? We always recommend using the native Open Document Format (.odt extension for Writer files, .ods for Calc, etc.)

How you did try to create the PDF? If you tried to PRINT your document to PDF with a virtual PDF printer software (PDF Creator or others), then maybe the page size (or the margin sizes) of the "virtual printer" and the sizes in your document are not same.

This kind of irregularity typically occurs in three situations:

Saving as MS Word file
Word and Writer use standards from different schools of typography, and handle spacing slightly differently. If space is tight (e.g. graphic barely fits within margins) the difference in space handling may be enough to push content to next page.

Fetching paper size from printer defaults
Printer settings frequently specify the US "Letter" paper size as default, even when that paper size is not available. It is an installed default in the driver, but should be configurable.

All paragraphs are set to "keep with next".
This frequently occurs if you selected a header style, then kept that style and manually formatted to "plain" type for the next paragraph. Header styles should automatically revert to text body style for next paragraph, but that does not always work as intended.

Does any of these descriptions apply to your document?

It sounds like a layout problem.

Do you ever get white gaps when you scroll through the document? Do the page numbers seem to increase and then fall back to the correct number? Do tables break into two parts with a white gap between them?

Layout problems can be caused by poor image handling, wrong location of image anchors etc. See Item 11. Learn about Anchor and Wrap options in [Tutorial] Some useful hints on using images for a discussion.

It can also happen if the page height between top and bottom margins is, say, 170mm and you content is 169.99 mm. It then just takes a small glitch for the content to spill ... which causes the next pager to spill ... and so on.

If it occurs on one PC but not on another it is probably a missing font.

All is guesswork until the file itself has been examined - upload it so it can be analysed.
