Why you need "istall" that template? Jus download it, then open it, and use as you want.

Otherwise you can add the downloaded template to the templates of the LibreOffice (I am using LO):
Open the downloaded template - File - Templates - Save as template.

PortableApps/winPenPack: LO3.3.0-7.6.2;AOO4.1.14

hmmm...I'm not sure how to open it. I see some XLM extensions...and a bunch of sub-folders. How do I go about it?

Open it with OpenOffice. From your description, you clicked on the file in Windows Explorer and Explorer opened it as a zip file. What is the file extension of the file you downloaded?

Yes, the extensions contain zipped directories and files. Try to rename the package to .oxt extension.
Edit: Yes, the templates (and other ODF documents) contain zipped directories and files. Try to rename the package to .ott extension.
(My Firefox browser never rename the downloaded stuff.)

The downloaded file should have an .ott file name extension. If the file name extension is .zip, change .zip to .ott. In OpenOffice select File > Templates > Organize. On the Template Management dialog, select "My Templates", then click the Commands button and select Import Template. Use the Open dialog to find and select the downloaded template. Click the Open button and the template should be added to "My Templates".
