To my knowledge, you can do it the same way as you would send any file via e-mail... namely as an attachment.
The details as to how to do so vary between e-mail programs, so I'm not even going to try to provide further details.

Are you asking about the Writer menu item "File - Send - This document ..."? In that case the attachment will retain the current type (which it was last saved as).

IOW, you need to "save as template" first. (I don't know any other way to set the file type.)
Apache OO 4.1.12 and LibreOffice 7.5, mostly on Ms Windows 10
