In radio broadcasting, we depend on "Hot Clocks" to help shape dayparts. These are clock diagrams - which are basically pie charts - showing when certain songs, jingles, program elements and other audio events play.
Some outfits make and sell software that does this just fine (such as www.dldmedia.com), but it seems to me that this is a natural for OOo's toolset to pull off.
Has anyone done so? Is there a template available?

A Gantt chart would be appropriate for you?
The Gantt chart is not pie-chart form, but it is suitable to represent timed tasks.

OOo Calc is also capable of making a Gantt chart:

You can create an 'online' (timer controlled / automatically updated) Gantt chart using the OOo Calc.

Here's a rough go at doing it in a pie chart.
With a degree of playing about with it I'm sure you could get it closer to your requirements.
