Creating Presentation from External Program

I have a MS Access app that creates a PowerPoint presentation via VBA code, but I want to move off Microsoft products and need to know if I can create an OpenOffice presentation file via external code running on Windows OS (i.e. NOT a macro running from within OO, although if that's the only way to do it then sample code would be most helpful). Is this possible? I've installed v4.1.6 on my iMac Mojave 10.14.3 but I'm a complete newby to OO.
