Assigning macros? There is NO keyboard tab!!!

Assigning macros? There is NO keyboard tab!!!

I'm at a complete loss for what to do here. According to the help file:
Keyboard
Assigns or edits the shortcut keys for OpenOffice commands, or OpenOffice Basic macros.

To access this command...
Choose Tools - Customize - Keyboard tab (a document must be opened)
But when I choose Tools - Customize, the only tabs I have are Menus, Toolbars, and Events. There is no Keyboard tab, so there is no way for me to assign my macros to any key combinations. (And, yes, a document is opened.)

What is going on here?
OpenOffice 4.1.4, Windows 7

To access this command...
Choose Tools - Customize - Keyboard tab (a document must be opened)
Did you overlook the section emphasised above? If you open from the Start Centre you get only the three tabs you list. If you have a document open, you get the fourth tab.

Just a hint:

You can customize the local (popup) menus too in the newer versions of the LibreOffice.
