I had this problem also with 4.1.5 and somehow it resolved itself. I get a window popup saying it wouldn't install as not being listed in the apple App Store. It said something about changing the security settings but where are those settings located on a Mac. I'm relatively new to the Mac OS using Win products for near 30 years so pardon my ignorance. Some guidance? TIA

This is Apple Gatekeeper not allowing you install because it is not an Apple approved application. You have to tell Gatekeeper to permit this installation.

I'm having the same problem. Managed to get around the Gatekeeper and the downloaded file (dmg) is opening, but when we get to choose a location where to download the app, nothing works. First I get the pop up (see enclosed screenshot), trying to bypass it and get to the "later" part, I can't choose any location, they are inactive. So can't install anywhere.
Also, in Settings, Security&Privacy, there are 2 options left:
Allow Apps downloaded from:
App Store
App Store and identified developers

the 3rd option (anywhere), that is mentioned in other posts no longer exists in my OS version

Did Someone solve that?

PS: recently acquired MacBook pro running on OS 10.14 Mojave

You downloaded a language pack, not the actual application.
Go to http://www.openoffice.org/download/index.html and click on Download full installation
