ApacheOpenOffice 4.1.5 won't start

using high Sierra 10.13.6 I get the message:

"OpenOffice 4.1.5 - Fatal Error
the application cannot be started. A general error occurred while accessing your central configuration"

just on a long shot I installed latest version of java but that didn't help.

this is a brand new MacBook 12" with only the USB C port. I've used OpenOffice on my previous Macs

any ideas?
