I am using Apple OS 11.0 (Big Sur). After downloading the latest OpenOffice, I tried running it. I got an error message that the app would not be allowed to run because it was downloaded from a website not approved by Apple and it could contain malware.
How do I override that?

This is probably the Apple Gatekeeper interfering with the install.
