Which version of OpenOffice.org are you using? 2.4.1 What Operating System (version) are you using? Arch Linux What is your question or comment?
I would like to know if it is possible, besides compiling from source code, to download only Impress (powerpoint alternative, correct?)
All of my students have different versions of MS powerpoint and it gets very confusing giving them instructions for how they are to do there assignments (with narration, etc.) My hope is that I can have them all simply download this single component from OOo, as some live in 3rd world countries with slow internet, and then I can give them specific instructions on how to compete there powerpoint projects.

This is not possible. One possible solution is to download the portable version of Openoffice. That stil includes the entire suite but it's a smaller download, 82MB.

Yes, Impress is the PowerPoint equivalent. However, please not that there is no 100% compatibility. Especially multimedia content (movies, sounds, etc.) may not work in Impress.
Unfortunately, the individual OpenOffice applications cannot be downloaded individually. This is due to the structure of the software, where many components are shared by the different applications.
I am not a developer, but AFAIK even when compiling the application yourself, you would not be able to remove a substantial part of the code to run Impress only.
The only thing I can recommend is to use the portable version of OpenOffice, but it still has a download size around 80 MB.

The bottom line: The download you request is not available anywhere (not that Iknow of, at least). If it were available, there would not be very much to gain from selecting it. Even if there are clues that indicate differently, Open Office is more or less monolithic.
When installing you have the option of selecting individual applications for install, as you may have noticed. That doesn't make much difference to the size of the final install, but gives you less "clutter" (avoids the icons you don't need) and less system alterations (file associations, OLE server definitions, etc.) which might otherwise unnecessarily load down your system.
The reason, briefly: The different applications deal mainly with different structures built from text and graphics. The differences between them are mainly in the areas of graphical layout and available toolsets, not in underlying technical solutions. That means that a major part of the software is shared between the different applications. The individual executables (simpress in the case of Impress) seem to function more or less as "wrappers" for the main software. (I'm not a developer, so don't take that as a fact. As I said, it's how it seems to be.)

On my system (OOo 2.4.0 Linux), Impress is only 4MB (1%) out of 400MB. I had the exact numbers once, but the core of OpenOffice.og is approximately 90% of the total size. As mentioned, there is not much potential savings, but you could go through the work of repackaging OOo without Writer, Calc, Impress, and Base. On Linux, repacking at that level is easy. For either Linux or Windows, make sure to give them the package without the Java Runtime Environment (JRE) to save many MBs.
How slow are their Internet connections? If you are looking for a reliable way to download a large file, consider BitTorrent (P2P). It has excellent facilities for resuming downloads.
