Java is an external program that lots of other programs use.
I use Google Chrome as my web browser, though Windows does come with it's own... It used to be called Internet Explorer , but I understand that they changed it in Windows 10.
There are many parts of OpenOffice that do not require the java installation, but I believe the ability to use the offline help system is one that does require it.
Please ensure that you download and install the 32 bit version of Java from http://java.com/download

Edit: A bit of further research turned up the following: Internet Explorer 11 and Firefox will continue to run Java on Windows 10. The Edge browser does not support plug-ins and therefore will not run Java.
OpenOffice 4.1.4 and LibreOffice 5.2.7.2 on Windows 7 Pro & Ultimate

You don't need to have the browser run Java, you just need to download the installation file or do the on line installation. Any browser should at least download an installation file. As RusselB said
download and install the 32 bit version of Java from http://java.com/download
AOO 3.4 or 4.1 on MS Windows XP ( before 2013-08-03) or Windows 7
