Enlarge font of "top line", ie File Edit View ...

On my laptop the first screen line, File Edit View Insert ..., ie the list of menus, is so small I can barely read it.
What is this line called ?
I cannot find in the Help a screen diagram identifying the various parts.
Apparently the line below, containing icons, is a 'toolbar'.
How do I enlarge the "menu screen font" so I can readily read it ?
I have just changed to Windows 10 & installed OpenOffice 4.1.4
OpenOffice 4.1.3 on Windows 8.1

You are talking about the menu bar. Go to Tools | Options | OpenOffice | View and experiment with User Interface values, especially the Scaling percentage.

A Google search for "computer window parts" will find many articles and images that will help you identify the parts of windows.
